I found most of the beans and rice to be vegan at places that I ate. I traveled with native Veracruzanos so I trust I received accurate information. The fried bananas, french fries, and other fried snacks were all fried in vegetable oil. Even disgusting sounding places like ¨Pollo Feliz¨(Happy Chicken, a fast food restaurant), had vegan french fries, and tortillas with guacamole.
