The Lobby restaurant at the Peninsula Hotel has a popular afternoon tea service that features a completely separate vegan menu. Reservations are essential, and be sure to request the vegan menu at that time.
Breakfast, Brunch, Lunch, and Dinner are also available.

An absolute must try! When you make the reservation for tea, simply mention that you would like the vegan tea and everything is taken care of. I was treated to a variety of vegan tea goodies: scones, fruit skewers, finger sandwiches, among other things. The service is excellent and impeccable. Expect to pay around ~$40/person for the tea, food, and tip.
